The Controller and Accountant-General’s Department (CAGD) has terminated the salaries of over 53,000 inactive or separated government employees following a nationwide payroll audit conducted by the Ghana Audit Service. This move aims to safeguard the public purse and promote fiscal discipline.
The audit revealed that 53,311 officers were no longer active staff but were still receiving salaries. To address this issue, the CAGD has taken the following steps:
The salaries of 5,673 employees processed for payment in July 2025 have been suspended pending further investigations. The salaries of 47,638 officers have been terminated, and they will no longer appear on the current payroll.
The CAGD has mandated all heads of institutions to take proactive steps to recover any unearned salaries paid due to wrongful validation. The department is also providing a clear path for genuinely affected employees to rectify their situation by obtaining a letter from their respective covered entity.
A comprehensive list of affected employees will be distributed to relevant institutions to facilitate follow-up actions and ensure transparency. This payroll clean-up is expected to significantly reduce government expenditure on undeserved salaries, freeing up resources for vital public services.
