JICA Strengthens Capacity of the Civil Service Centre and Donates 30-Seater Bus

In the last decade and a half, The Japan International Cooperation Agency (JICA) has been collaborating with the Office of Head of Civil Service (OHCS) and the Civil Service Training Center (CSCT) to build the capacity of the Civil Service and to elevate CSTC into a Center of Excellence in the sub-region.

Since 2007, JICA in partnership with CSTC, has implemented several Technical Cooperation projects and Grand Aid Scheme activities. Through these projects, JICA has strengthened the technical capacity of staff of CSTC center to deliver and manage high level and quality training in the areas of Ethical Leadership, Quality Productivity and Public Service Delivery Improvements to staff of the civil service. Not only has JICA focused on building the training capacity, it has also supported immensely, the physical infrastructure and logistical capacity of the Center.

This partnership has grown from strength to strength. JICA has handed over a 30-Seater Bus to CSTC to mark the beginning of yet another Technical Cooperation project dubbed “Strengthening the Human Resource Capacity of the Civil Service”. The objective of this project is to build the human resource capacity of the Civil Service in order to improve effective governance and service delivery in the country.

The project, which would be implemented from July 2022 to March 2024, would deliver a Learning Management Platform/System for both on-line and face-to-face course activities as a way of supporting the Center in its e-drive agenda. Through the services of an Expert, the project would further deliver technical support to CSTC in developing and executing 3rd country training activities.

Over 2,000 Civil Service Staff from the various Ministries, Departments and Agencies are expected to be trained. The Bus would enable CSTC organize and convey course participants for on-site visits as well as practical and hands-on learning.

JICA’s vision is to make CSTC the preferred institution for civil service training and a “Center of Excellence” not only in Ghana but also in the sub-region. JICA continues to make Human Resource Development its utmost priority and would continue to collaborate with the Government of Ghana to accelerate the development of its Human Resource in other to serve its people and to achieve economic growth.
